RAISE --- Annual Conference and AGM 2009 – 8th October Guildford --- The 2009 RAISE annual conference and AGM is being held in the Holiday Inn, Guildford on 8th October. Following the recent turbulence suffered by the Voluntary/Community Sector in the form of the economic downturn, funding challenges and a changing local and regional governance landscape, the conference will provide an opportunity for us all to reflect on the last 12 months, take stock of the present and adapt accordingly to the future. RAISE will also be unveiling the results of our recent Hidden Asset survey which captured the economic and social value of the Sector.
The three conference workshops expand upon the challenges faced by many organisations in the Sector and will allow delegates to consider the ‘full value’ concept, measuring outcomes and outputs, and the impact and opportunities afforded by Public Law to organisations engaged in service delivery.

BIG Thinking Consultation Outcome --- In June 2009 the BIG Lottery Fund published a summary of the responses received during its ‘Big Thinking’ consultation. The BIG Thinking consultation was designed to underpin the BIG Lottery Funds, funding strategy for the next six years. The following is a summary of the responses to the consultation and comparison with the RAISE response.

EQUALITIES ---
Need Test For Town Centre --- A group of MPs have called for the ‘need test’ to remain a key part of town centre planning. The government wants to get rid of the test – which is used to check if an out-of-town retail development is necessary – but the Department of Communities and Local Government committee said that scrapping it could put town centres at risk.

MPs Believe Police Services Are Failing Black People --- A select committee hearing to mark the tenth anniversary of the Macpherson report says major problems remain in the treatment of black people by police. While 67 of Macpherson’s 70 recommendations have been fully or part met, black communities are now more likely to be stopped and searched than ten years ago.

Funding To Change Young People’s Lives --- The Learning Launchpad is a grant making fund delivered by the Young Foundation working in partnership with Edge. Learning Launchpad provides investment to organisations in their early stages of development. The next closing date for applications is 24th November.

Beacon Initiative – Equality and Workforce Grants --- Children England, is seeking applications for funding through the Beacon Initiative - Equality and Diversity Workforce Grants scheme. The aim of the scheme which is being funded through the Children Workforce Development Council is to support equality and diversity projects. The funding is available to local, sub-regional and the Voluntary/Community Sector service delivery organisations working with children young people and families. The maximum sum will be £2500 per organisation and there will be a total of 10 grants. The closing date for applications is the 1st September 2009.

Jeans For Genes Call For Grant Applications --- The Charity Jeans For Genes is seeking applications for projects to "extend the reach of Jeans for Genes into the genetic disorder community". The charity is offering grants of between £500 and £25,000 to improve the understanding of genetic disorders and helping those people who suffer from such disorders to cope with the challenges that they bring. The closing date for applications is the 30th September.

£5.5 Million To Help Close Widening Volunteering Generation Gap --- Twelve projects across England have been awarded grants as part of a £5.5 million cross-Government scheme to promote intergenerational volunteering and encourage meaningful interaction between young and old generations. The South East areas of Reading and Portsmouth have been awarded grants.

Philip Lawrence Awards --- Local groups that contribute to their local community and promote respect and understanding of faiths, culture and communities internationally are being invited to enter the Philip Lawrence Awards. Established in memory of Philip Lawrence, the head teacher who was murdered outside the gates of his school in London, these Awards recognises and reward outstanding achievements in good citizenship by young people. Winning groups receive cash awards of up to £1,000 to invest in sustaining or developing the award-winning activity.

Hilden Charitable Fund --- The Hilden Charitable Fund makes grants to projects that address disadvantages, notably by supporting causes which are less likely to raise funds from public subscriptions. In particular, the Fund wants to support projects that address homelessness, minorities, and penal affairs. Preference is given to supporting small community organisations with an income of less than £200,000 per year. The value of the average grant given in 2008 is approximately £5000.

New £23 Million Poverty Research Fund --- The Department for International Development (DFID) and the Economic and Social Research Council are pleased to announce the second phase of a joint scheme for development research. The £23 million joint funding scheme will support high quality short to medium term development research on poverty reduction. As well as research excellence, all applicants will have to demonstrate that research outputs have potential impact on poverty reduction and relevance to decision makers. Areas of particular interest include security, economic crisis and development. The deadline for applications is 4pm on the 24th September 2009.

Open Up Initiative Scheme --- Financial assistance is available for community-based mental health projects working to challenge discrimination at a local level. The deadline for applications is the 15th August.

Mobile Operators To Waive VAT On Text Donations --- The value of a donation to charity by text message is to go up by 15% as a result of a decision by the Mobile Data Association to stop deducting VAT from part of the donation.

9 – 11 Impact on Sikhs Event 26th August Slough --- This event is taking place at the Haveli Restaurant in Slough from 6 – 9pm. The community dialogue has been organised by Sikh Community Action Network. The event will consider racist attacks and hostility on Sikhs and will discuss the new turbanology document. The event is free for non profit making organisations, however profit making organisations will be charged £30.

Responding To The Economic Downturn – Role Of Partnerships --- Progress through partnership is hosting three sub-regional events, the South East event will be held in Southampton. The events aim to share the latest thinking on how partnerships are responding to the economic situation, highlighting the proactive approaches that are being taken and the role that partnerships can play in responding to the recession, driving recovery and preparing for the upturn. These half day events will be useful to all Local Strategic Partnership (LSP) partners, partnership officers and elected members. The Southampton event will take place on the 18th September.

Consultation On Charity Expenses --- In light of a recent consultation on charity expenses the NCVO and the Charity Finance Directors’ Group have set up an Independent Group on Expenses for registered charities. The group is tasked with reporting on best practice concerning the disclosure of expenses by charities. The group is eager to obtain as many views as possible from within the Sector.

Department For Children. Schools And Families Third Sector Action Plan --- This document describes how the Department for Children, Schools and Families Third Sector Action Plan proposes to work more closely with the Third Sector and sets out the main focus of their shared goals and work over the coming months and years within the framework of Every Child Matters.

Provision For Gypsies, Travellers And Travelling Showpeople --- The South East Partnership Board has submitted their review of the provision of new pitches that each local authority should provide for Gypsies, Travellers and Travelling Showpeople in the South East. Responses to the content of the document are requested before 1st September 2009.
RAISE submitted a response to the initial public consultation in November 2008 which culminated in the preparation of the review now being consulted on. RAISE is now calling for comments to incorporate into the current consultation request which shall in turn be considered as part of an Examination in Public in 2010.

Strengthening Local Democracy --- The Department for Communities and Local Government (CLG) has opened a public consultation which Ministers claim is the ‘biggest single transfer of power to local government in a generation.’ Under the proposals councillors would be given enhanced powers of scrutiny and control of more than £100billion of public money a year; a new discretionary power to retain funds to support local projects aimed at economic development; powers to commission education/training for 16-19 year olds via a transfer of funding worth around £7 billion a year from the Learning and Skills Council (LSC) to local authorities from next year (2010).

The Right To Control --- The Office for Disability Issues (ODI) has launched a consultation to ask disabled people how to make choice and control a reality in their lives.
The consultation is running between 11th June and 30th September 2009. The ODI would like to hear the views of disabled people, their organisations, public bodies, commissioners and service providers. RAISE is submitting a response to this consultation exercise and would like to hear the views of our members and other organisations or individuals, involved in disability issues.
