RAISE --- Annual Conference and AGM 2009 – 8th October Guildford --- The 2009 RAISE annual conference and AGM is being held in Guildford on 8th October. Following the recent turbulence suffered by the Voluntary/Community Sector in the form of the economic downturn, funding challenges and a changing local and regional governance landscape, the conference will provide an opportunity for us all to reflect on the last 12 months, take stock of the present and adapt accordingly to the future. RAISE will also be unveiling the results of our recent Hidden Asset survey which captured the economic and social value of the Sector.
The three conference workshops expand upon the challenges faced by many organisations in the Sector and will allow delegates to consider the ‘full value’ concept, measuring outcomes and outputs, and the impact and opportunities afforded by Public Law to organisations engaged in service delivery.

Earned Citizenships Consultation --- The Home Office has announced a new consultation ‘Earning the Right to Stay’ and seeks the views of Voluntary/Community organisations. The Borders, Citizenship and Immigration Act, which was passed last month, introduces an 'activity condition' that allows immigrants who have been in the UK for five years to gain citizenship within one year, rather than three, if they can prove they have been an active citizen by volunteering. The act does not create a definition of volunteering or indicate how much activity would be required to get citizenship fast-tracked.

Closing Date For Ecomind Programme --- Mind, a mental health charity has recently announced that due to the large amount of applications for the Ecomind programme, closing dates have now been introduced for the remaining unallocated funds. The Ecominds programme is designed to encourage people with experience of metal distress to engage with environmental projects. The new closing dates are as follows:
- 12:00 noon on Friday the 30th October 2009 for large bids (£60,001 to £150,000) - 12:00 noon on Friday the 8th January 2010 for Medium bids (20,001 to £60,000) - 12:00 noon on Wednesday the 30th June 2010 for Small bids (up to £20,000) For more information please click here
Active Civil Society Funding --- The Active Civil Society for Europe programme is part of the "Europe for Citizens" scheme, which aims to bridge the gap between citizens and the EU by providing instruments to promote active European citizenship. This call for proposals aims to support the work of civil society organisations and think tanks through the provision of operating grants that will support the work of these organisations. The Executive Agency intends to finance around 55 organisations under this call. The deadline for submitting applications is the 15th October 2009.

Cultural Leadership Programme --- The Arts Council England, has announced that it is seeking applications through Meeting the Challenge Development Programme. The Programme seeks to support the cultural and creative industries in developing their leaders and methods of leadership, and will provide funds to support partnerships of organisations in meeting their leadership development needs. Partnerships will be able to apply for between £25,000 and £100,000. The deadline for applications is 12 noon on the 7th September 2009 for projects starting from November 2009.

Changes At HBOS Foundation --- Following the acquisition of HBOS by Lloyds TSB on 19th January 2009 resulting in Lloyds Banking Group, a review of the new group's community investment is in progress. The grant-making activities of the HBOS Foundation will be replaced by the Lloyds TSB Foundations grants programmes. To apply for a grant, charities should visit the website for the region of the UK in which they are registered, where there are also details of the charities and projects previously supported.

Adventure Capital Fund Bid For Social Investment Wholesale Bank --- The Adventure Capital Fund (ACF) has confirmed its intention to bid for control of the Government’s proposed social investment wholesale bank. It has formed a company, Social Investment Business, which will encompass all funds from ACF and Futurebuilders, totalling £409.5 million.

NHS Equality and Diversity Council Set Up --- A new Equality and Diversity Council that will strengthen the national focus on improving quality in the National Health Service (NHS), has been announced by the Department of Health. Its key role will be reporting on equality and diversity issues to the NHS Management Board, including championing improvement and campaigning for change. NHS Chief Executive David Nicholson stated that ‘the NHS is on a journey of reform to be able to deliver personalised services that meet the needs of individual patients and local communities.

NHS Hampshire Funding --- This programme provides funding for projects and services which address the key health issues in Hampshire. Funding will be granted to programmes which support the strategic goals of NHS Hampshire, the objectives of Healthy Horizons and our Operating Plan for 2009/10.

The Impact Awards --- The IMPACT Awards have been running since 1997 and are designed to recognise and reward charities that are doing excellent work to improve people’s health. They are funded by GlaxoSmithKline and managed in partnership with The King’s Fund. The awards are open to registered charities that are at least three years old, working in a health-related field in the UK, with a total annual income between £10,000 and £1 million.

Free Youth Participation – Hear By Right Standards Course --- This free session is aimed at anyone already using the Hear by Right standards and offers an opportunity to ask questions and seek advice about the use of Hear by Right in your particular setting. Hampshire Deaf Association Courses --- This is a British Sign Language Level 1 course that runs for 20 weeks 9.30am – 12.30pm and is held in Portsmouth. The cost which includes assessments is £220. Capacitybuilders Action Plan for Equality --- Capacitybuilders is consulting on its draft equality scheme. This is an important opportunity to tell them what you think they should be doing on equality. The National Equality Partnership is managing the consultation for Capacitybuilders. The National Equality Partnership have produced a questionnaire and are running consultation workshops and events. The closing date for the consultation is Friday 25th September.

Commission For The Compact Calls For More Compact Champions --- The Commission for the Compact is calling for the appointment of more ‘Compact Champions' to improve use of the agreement. The organisation, which promotes and oversees the Compact, has published joint research with Compact Voice, the body that represents Third Sector interest in the agreement, on the impact of Compact champions in 10 local authority areas.

Provision For Gypsies, Travellers And Travelling Showpeople --- The South East Partnership Board has submitted their review of the provision of new pitches that each local authority should provide for Gypsies, Travellers and Travelling Showpeople in the South East. Responses to the content of the document are requested before 1st September 2009.
RAISE submitted a response to the initial public consultation in November 2008 which culminated in the preparation of the review now being consulted on. RAISE is now calling for comments to incorporate into the current consultation request which shall in turn be considered as part of an Examination in Public in 2010.

Strengthening Local Democracy --- The Department for Communities and Local Government (CLG) has opened a public consultation which Ministers claim is the ‘biggest single transfer of power to local government in a generation.’ Under the proposals councillors would be given enhanced powers of scrutiny and control of more than £100billion of public money a year; a new discretionary power to retain funds to support local projects aimed at economic development; powers to commission education/training for 16-19 year olds via a transfer of funding worth around £7 billion a year from the Learning and Skills Council (LSC) to local authorities from next year (2010).

The Right To Control --- The Office for Disability Issues (ODI) has launched a consultation to ask disabled people how to make choice and control a reality in their lives.
The consultation is running between 11th June and 30th September 2009. The ODI would like to hear the views of disabled people, their organisations, public bodies, commissioners and service providers. RAISE is submitting a response to this consultation exercise and would like to hear the views of our members and other organisations or individuals, involved in disability issues.

Social Entrepreneurs Fund --- Bridges Charitable Trust provides investment through the Bridges Social Entrepreneurs Fund to address the funding gap often faced by fast growing social enterprises.The Bridges Social Entrepreneurs Fund invests in social enterprises that have a clear social mission; a robust business model; the ability to grow to scale and increase their social impact; a financially sustainable model; the ability to generate surpluses to repay financing; and a strong management team. Bridges Ventures also works closely with UnLtd, the Foundation for Social Entrepreneurs, to help social entrepreneurs seeking funding to become investment-ready. The fund is currently open for investment.

Secret Millionaire Fund --- The Big Lottery Fund (BIG) and Channel 4's TV programme, The Secret Millionaire have teamed up to give viewers of the programme a chance to act on the charitable inspiration fuelled by the show. Lottery funding worth £1 million has been made available for people to apply for, or nominate projects to apply for grants of between £300 and £10,000 (£5,000 in Wales) from the Secret Millionaire Fund. The Fund will be open until the 21st December 2009 but applications can be submitted at any time up to this date.

South East Support Organisations Collaborate --- Four major Voluntary/Community Sector bodies in Buckinghamshire are set to merge forming one umbrella organisation to provide support to the whole county. The proposal has come from Voluntary Action Chiltern and South Bucks, Vale Volunteers, the Priory Centre (the council for voluntary service in Wycombe) and Buckinghamshire Community Action, the local rural community council.

West Sussex Mediation Service, based in Horsham are looking for trustees. The charity provides a free community and intergenerational mediation service across much of West Sussex, using trained local volunteers.
The trustees will need to be good networkers, team players and will have skills and expertise in particularly, but not exclusively finance, business planning, funding/fundraising or human resources.
